Is 1 g = 1 ml exact for water?
Almost. The gram was defined in 1795 as the mass of one cubic centimetre of water, which is where the equality comes from. From 1901 to 1964 the litre was defined the other way round, as the volume of one kilogram of water, and it measured 1.000 028 dm³. Since 1964 the litre has been exactly 1 dm³, so the equality is now an approximation: right near 3.98 °C, off by 0.2 % at 20 °C.
Why don't 100 g of flour always give 182 ml?
Because 0.55 g/ml is not a true density but a bulk density: it counts the air between the grains. Sifted flour drops towards 0.45, flour scooped with a cup and tapped down climbs towards 0.65. The same 100 g then fills anywhere from 155 to 220 ml depending on how you handle it, a 40 % spread. That is why baking recipes are written in grams rather than volumes.
